Why no at-spi2-core update for so long?

This is going to be addressed shortly. At-spi was left where it was due to it causing some unexplained and unidentified issues with Phone/touch related work, and so it was downgraded with no questions asked. I didn't want to step on any toes, but now since the phone work is in another repo, these can be updated.
