Sapi voices - little update

I tried to make sd_sapi more usable.

1) libsapilektor-0.1.9 does not need running sapi server at start for 
sapi4linux voices so module does not crash if sapi server is not started 
yet
2) speechd-sapi-0.1.2 uses espeak as fallback voice if sapi4linux 
client returns error (probably sapi server is down) so you should never 
get silence from module.
