In gnome-orca source package the debian/patches directory have some good patch: Not need attaching this patches with upstream developers?

Hy,

Luke, I have got a technical question:
Similar with prewious releases, in Natty gnome-orca source package have 
following patches in debian/patches directory:
01_add_ubiquity-script.patch (this is clear what doing)
02_no_default_desktop_item.patch
04_orca_sudo_gconf.patch
06_orca_kill_speechd.patch

Not need attaching upstream level the 04_orca_sudo_gconf.patch or 
06_orca_kill_speechd.patch fixes?
For example, if I using Orca git master version without the 
06_orca_kill_speechd.patch if I logout with Ctrl+Alt+Backspace key and 
login again, I need manual kill Speech-dispatcher to Orca talk again. I 
tested the Speech-dispatcher related patch with latest git master 
version with my Debian Squeeze system and Lucid, this patch is wonderful 
possible apply the latest 2.91.90pre git master version, and this 
problem are fixed.
If better attaching this patch with upstream, you doing this, or I open 
a bugreport with bugzilla.gnome.org and attach the Speech-dispatcher 
related patch?

Why need with the 04_orca_sudo_gconf.patch?
