Hi
I think I know how the mac works like that. When the mac starts up it starts a timer in the background which counts down maybe 10 or 20 seconds or so. If you do nothing, it triggers voiceover to start up. first it plays some audio files of a guy saying: if you are blind and want to use voiceover press command f5. I think ubuntu could be made more like vinux make shortcuts to start orca and restore speech and things.
