gnome pannels issue

Hello, I am unable to access the top and bottom pannels in the latest 
9.04    with all updates. I am using latest orca from git. After 
installation everything worked as expected and I accessed pannels using 
alt-ctrl+tab. however somewhere along the way this key combination 
stopped working as desired and now keeps switching between open 
applications.
