I'm having trouble getting to the top panel.

Compiz doesn't seem to support Ctrl+Alt+Tab to get to the top panel.  If 
you've accidentally enabled Compiz, you need to get back to metacity. 
One way to do this is go to the "Visual Effects" tab of the appearance 
settings and select "None".
