What live cd's work your solution?
You send:

pressing enter,

First enter key not boot the live cd default settings?
If pressing f5 key, select the screen reader and press two enter key,
Orca can not start automaticaly.
Another letter you send:
"The hopeful plan is if an accessibility option is chosen, that the
language the user wishes to use is asked for just before the desktop loads."

What happen hardy accessibility installation and administration with speech?

Possible doing the first user (making the installer) every
administrative privileges, and speech administrations correctly (setting
gdmsetup, updates, every system/administration and system/settings tasks)?
