suggestion: compiling espeak to use alsa

Well, after more testing, I think for hardy, it will be espeak using PortAudio v19. Even attempting to use espeak via speech-dispatcher with pulseaudio did not produce acceptable speech latency, at least nothing compared to what is possible with Espeak + PortAudio v19, or espeak via speech-dispatcher to alsa.

More testing needs to be done, however I have less than two weeks to make a final decision.
