need help with the exit menu

Hi, I noticed to day my shutdown button is gone.
A few days ago the restart button also disappeared.
If these buttons are still there orca doesn't read them.
However I also notice when entering the quit menu Orca tells about hibernation.
Is there a setting I can change to get these buttons back.
