need a little info

Hi, I notice that when ever I get a apt-update and do dist-upgrade,
there is usually something to get.
I had someone run the software update before I did this two times and it said the system is up to date.
Does any one know why the terminal program gets updates and the update manager says I am up to date.
 The update manager is working, because it does find updates if I go a day with out doing the other.
