For now, the best option is probably to install the desktop version and 
use that as a server by installing the extra packages you need. We need 
to improve our support for speakup to make the server CD itself accessible.

Both yasr and emacspeak are in universe and can be installed with 
apt-get. I've not tested either myself though.
