The Changelog entry says:

libcolorblind is small and doesn't have any dependencies, so including
it in main should be no problem.

Just for general interest (perhaps the changelog entry is obsolete, or
somebody should add support for a better way to turn it on):
how would I activate gnome-mag's color-blind mode?
