The man page change isn't quite right:

 .TP
+.TP
+.B -b
+Input text is 8-bit encoding
 .B -m
 Indicates that the text contains SSML (Speech Synthesis Markup Language) tags or other XML tags. Those SSML tags which are supported are interpreted. Other tags, including HTML, are ignored, except that some HTML tags such as <hr> <h2> and <li> ensure a break in the speech.

You should slot those three lines in above the first .TP, not below.

My only other concern is that, since upstream doesn't ship a .tar.gz, we
should ensure that we ship a binary-identical .orig.tar.gz to Debian to
ensure that we can at least in theory sync in the future. Have you
coordinated with Mario Lang to ensure that this is the case?

(Shouldn't you have left Mario's name in XSBC-Original-Maintainer in
debian/control, by the way? Not a fault with this upload, but apparently
with a previous one.)
