[u-a-dev] ibm viavoice support for gnomespeech

Hello everybody,

Halim Sahin just told me that http://ibmtts-sdk.sf.net has dummy
libraries that we probably could build gnome-speech with to at least get
support for it.

If somebody has the time to look at this, that'd probably be nice to
have.
