This issue exists under feisty fawn as well.  When enable accessible
login you get a black screen with the "waiting cursor".

Temporary fix:

stop gdm

# /etc/init.d/gdm stop

start xwindows as your normal, non-root account

# startx

go to a terminal, and type

# sudo /etc/init.d/gdm start

go to "Login Window" from system preferences and turn off "accessible
login

restart.
