[u-a-dev] gnome-orca packaging

Hello everybody,

Kartik Mistry just stepped up to maintain gnome-orca in Debian [1], he
joined the accessibility team and we'll maintain both the Debian and the
Ubuntu packaging in the Accessibility team's bazaar-launchpad repository
[2].

Kartik is highly motivated and I'm sure it'll improve the experience of
gnome-orca in Debian and Ubuntu.
