[Bug 1949054] [NEW] Despite being enabled, `Mouse Keys` stops working after reboot

Public bug reported:
if it is enabled and I reboot my device, `Mouse Keys` stops working
i.e. when `Num Lock` is disabled, the numeric pad acts like the arrow keys; when `Num Lock` is enabled, the numeric pad can be used to input digits and arithmetic symbols
in other words, `Mouse Keys` is completely ignored as if it wasn't enabled in the first place
I expected the `Mouse Keys` function to be retained even after a reboot
in order to make it work again, I have to disable `Mouse Keys` and enable it back
