[Bug 1860653] [NEW] onboard cannot be moved under wayland

Public bug reported:

When shifting from Xorg to wayland, I can no longer move the whole
keyboard with tap&hold&shift on the 4arrows icon, as I could before.

This is a pity as the magnification feature in wayland is great for a
tablet.
