All it does is set the defaults. If a user has changed a particular
setting, that changed setting will not be overridden by a new default.
But if a setting is still at its default value, it will be changed if
you change the default.

It should be fairly easy for you to copy the settings to the gsettings
override file in ubuntu-settings and make a test .deb and try it out.
