[Bug 1650237] [NEW] Spanish voice isn't loaded when requested

Public bug reported:

With default installation of festival and spanish voice:
 festival
 festvox-ellpc11k

When I execute this command:
echo hola |festival --tts --language spanish
or
echo hola |festival --tts --language castillian_spanish

I get the same answer:
Not a Spanish voice installed

I've edited the
/usr/share/festival/languages/language_castillian_spanish.scm (attached)
to keep as similar to american_english.scm file and it started to work
correctly.

However I get an error on alias:
echo hola |festival --tts --language castillian
"Language not installed. The installed languages are:"
(english czech castillian_spanish finnish russian scots_gaelic american_english italian welsh british_english)

And the list of languages isn't correct: just castillian_spanish is listed and spanish is missing.
I could generate a language_spanish.scm and language_castillian_spanish.scm similar to english version but I don't know if it will be useful for you.
