It sounds to me like ther is something broken with your installatino, as
I just installed a fresh instance of Ubuntu 13.10 on a machine, and all
GTK/GNOME apps are working just fine.
Unfrotunately I have no idea what may be broken, but under normal
circumstances, you most certainly don't need to define LD_LIBRARY_PATH.
