Please sync speechd-up 0.5~20110719-4 (universe) from Debian unstable
(main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Remove build dependency on libdotconf1.0.
Fixed in debian
  * Build against speech-dispatcher >= 0.8
  * No-change rebuild for libdotconf transition
Both shouldn't be needed anymore

speechd-up (0.5~20110719-4) unstable; urgency=low

  * Bump Standards-Version to 3.9.5 (no changes).
  * control: Drop spurious libdotconf1.0 build-dependency, already pulled by
    libdotconf-dev. Closes: #733920.
