For this test I select à or @ and get 0. The à is selected without modifier keypress. In my defense, I do use @ more often than à ...
In each case, the display changes to qwerty, your diagnostics give ...

After  maybe 20  or 30 seconds the display does revert to azerty, but
the function does not.

 $ setxkbmap fr gives the correct à@ and has since been used to insert
the correct characters above. This fix should do me for a while - it is
much better than cat missing, select, copy and paste!
