[Bug 1053194] [NEW] Onboard shouldn't show link to Universal Access Panel if gnome-control-center isn't installed

Public bug reported:

Open the Onboard Settings window.
Switch to the Universal Access window.
The link to Universal Access Panel won't work if gnome-control-center isn't installed.

This is the case on Xubuntu where Onboard is installed but gnome-control-center isn't.
