Chady, that blank space is clearly Onboard and it's probably crashing on startup. Please be so kind and run these commands in a terminal and post the output:
$ locale
$ onboard

We had a couple of issues with translations lately, It might be that
French on Oneiric is affected too. Version 0.97.1 in the snapshot PPA
Francesco mentioned above should be a bit more robust. If you have the
chance, please try it and let us know how it goes.
