I had this same error, but after applying the workaround suggested in #5
I was still getting the error: E: Could not perform immediate
configuration on 'util-linux'. I upgraded individually (wiht "apt-get
install" dpkg, apt and util-linux, and the upgrade has now proceeded
(manually, with apt-get upgrade).
