All look good, a few question though:

* I don't get why in the changelog, there is:
at-spi2-core (2.1.1-1) UNRELEASED; urgency=low
at the very bottom of it
and so why the current revision is at-spi2-core (2.1.1-0ubuntu2)?
Are we based or not on the debian version, I can't access tohttp://packages.qa.debian.org/a/at-spi2-core.html

* please fix the maintainer in debian/control, your email address is doubled

* debian/libatspi2.0-0.shlibs:
 any chance to use a symbol file rather?

* the documentation is shipped and installed by upstream, can we get a
-doc package?

Apart from that, the packaging and code looks good. The testsuite is
deactivated as it's using dbus.
