Public bug reported:

Hi,

the desktop file for onboard settings (or preferences, depending on the
translation used) uses Utility;Accessibility; as categories. I think it
should be in Settings instead (especially since it also contains a non-
standard "X-GNOME-Settings" category, it makes sense to allow that for
other desktop environments as well...
