[Bug 833862] [NEW] Onboard Keyboard should have a menu entry for Xubuntu/Xfce

Public bug reported:

Since it seems Unity doesn't use menus, there should be a menu entry in
the onboard.desktop file to show in the menu for Xfce. The entry is
simple to do, and will allow Onboard to always be available in the
Xubuntu menu. Please add the following to the .desktop menu :

OnlyShowIn=XFCE;

This change will allow Xubuntu users who need an onscreen keyboard to
always have one available.
