[Bug 769602] [NEW] speech-dispacher specifies global options in logrotate script

Binary package hint: speech-dispatcher

Package speech-dispacher drops a file into /etc/logrotate.d. All files
from this directory are included in the daily log rotation. The file
dropped by speech-dispacher contains global options. These options will
affect all other scripts executed by logrotate thereafter.
