[Bug 580810] [NEW] espeak and festival not operating

I am currently running version 9.10.  I tried accessing espeak using
both the Synaptic and through apt-get in terminal.  I get a connection
error (111).  Festival was accessed through Synaptic.  No error code
received, but neither program worked.  Please help.
