Public bug reported:

in-place upgrade from ubuntu 9.10 to ubuntu 10.4.  Preceded by rounds of
"cannot proceed with upgrade - pkg ubuntu-desktop to be removed, but pkg
is blacklisted" (rolling back).  Then I was offered a "partial upgrade"
so I believe the pkg list was incomplete.  Since the system rebooted
into a good state, I will proceed to try to upgrade the rest of the
packages.
