[Bug 607143] [NEW] language layout does'n change by hotkeys nor by system tray icon

Binary package hint: onboard

Using hotkey ctrl +schift Onboard language layout doesn't change (but
language does). There is no efect using program notification keyboard
icon to. Only manualy restarting onboard change layout. It's dificult to
work with this problem.
