Public bug reported:

Binary package hint: mousetweaks

Applet is set so that Ctrl-Shift-Click locks and unlocks pointer.
Recently, it fails to unlock pointer and pointer only recovered by
restarting ubuntu. It has always been a bit flaky, often requiring
several clicks before releasing pointer. Recently does not release at
all.

Running pointer capture applet 2.30.0 on Eee PC 1000HE netbook.
