Comment #2 is wrong of course (jetlag!). The problem is only there in
lucid, there /etc/default/brltty is added as a conffile with:

Package: brltty
Conffiles:
 /etc/default/brltty 5fc074088bb87145ece73c6c2d66d396

The karmic 
# md5sum /etc/default/brltty
59911d8dcc8f4ad3cdc13e9845aa73a6  /etc/default/brltty

So on upgrade a prompt is triggered.
