[Bug 626042] [NEW] onboard sends US layout to applications whilst displaying JP layout

I use a Japanese keyboard layout on my desktop.  When running onboard,
it correctly detects this, and displays a Japanese keyboard layout to
select the keys.  Unfortunately, when keys are selected, the character
sent to the receiving application matches that of the character that
would be sent for that key in a US layout (e.g. & is sent for ', ' is
sent for :, and * is sent for ) ).
