Ubuntu Lucid Lynx 10.04 with all current updates. 

First an upgrade from 9 and then a full complete install from ISO then
updated.

Expected Behavior:

Mouse should be able to determine focus based on where I click or based
on what window is directly under it.

Current Behavior:
-------------------------

Mouse focus sticks to last focused item until Assistive Technologies is
turned on or off after any reboot of the system.

If AT is on, turning it off fixes the problem.  If AT is currently off,
turning it on fixes the problem.

Until this is done, mouse focus can only be changed by Right Clicking
the window that currently has focus (opening the context menu) then left
clicking onto the window that you wish to have focus.

Windows that have no context menu will hold onto mouse focus until
exited, then the gnome panel will gain focus.
