Bug confirmed. It has nothing to do with PulseAudio, as it isn't even
installed. The problem is speech-dispatcher takes over semaphore to ALSA
device when run via init script. Furthermore, in my case, it fails to
release the lock on termination.

sudo /etc/init.d/speech-dispatcher start
spd-say "panda"
...
sudo /etc/init.d/speech-dispatcher stop
sudo ipcs -a
