Shirish: in most cases of bugs that need direct handling either
 - bug contacts are subscribed already  or
 - special teams are subscribed (like ubuntu-main-sponsors)

Maybe we should have a discussion on ubuntu-bugsquad@ about documenting
how to get the attention of the right people?
