[Bug 137967] UVF: request to update espeak to 1.29.

Public bug reported:

Binary package hint: espeak

Espeak is currently at 1.26 in Ubuntu. Many improvements have been made since this version, including important 
bugfixes relating to using portaudio v19 for audio output. Language and voice data file improvements have also been 
made.

Espeak is only used by the accessibility technologies in GNOME at this
point, so will only impact a small user base.
