The colour for the background is still a 16-bit rgb value. It should be
changed to the same behaviour as the text colours.

I've been using 16-bit colours to get the text right for the fluxbuntu
and ubuntustudio usplash themes. Was a bit surprised when it broke.
Makes sense if PPC is still on bogl though.
