RISC-V architecture is marked as "unofficial"

The Technical Board confirmed today to delegate these decisions to the
Release Team, with the following guidance:
"The release team considers the quality of support to meet both user and
developer expectations, in agreement with the Security team."
Marc already +1'd on behalf of the security team, and Utkarsh did so in
the meeting on behalf of the release team, so this is approved for
riscv64. In the future, it's fine for the Release Team to do so
directly.
On the point about delays for security updates due to build times, the
TB suggests that:
"the Release / Security teams post a notice that "Updates take longer
for the riscv64 architecture as a side effect of the nature of the
architecture - despite this, it is considered an 'official'
architecture" or something to this effect"
...but to be clear this isn't a hard requirement, since decisions are
delegated to the Release Team.
These needs someone to do the following to implement:

das = lp.load('https://api.launchpad.net/devel/ubuntu/questing/riscv64')
das.official = True
das.lp_save()
```
It seems that this requires a Launchpad admin and the TB do not have
permission to make the change directly. Michael will arrange this.
