What is this list for?

There's some admin confusion on expectations around this list. José just
unsubscribed most people from this list thinking that only TB members
were supposed to be subscribed. But in my mind this has always been a
public list that exists to _reach_ the TB, while TB discussion remains
public here.

I have some number of unsubscription notifications so I can restore the
previous subscribers that I know about (not sure if that's the full list
since I also got unsubscribed). José would like me to check with TB
members that this is what you expect though, before we do that.

TB members: please confirm if you'd like to restore the list as it was,
or if you want to do something else with it.
