confirming quorum

We would like to, once and for all, define what quorum actually means in
a way that regardless of the situation, it's clear whether or not we
have it. To that end, I'm reaching out to you as a member of the
Community Council to ask you for your experience and feedback. We've
started a topic on The Hub (aka Discourse) that you can record and
otherwise discuss this subject. Your input would be greatly appreciated
