[TB/DMB] ACL for ~ubuntu-sru-developers

Please give the ~ubuntu-sru-developers team permission to upload
packages to stable releases. Details at:

I believe the command I want is:

for series in precise trusty xenial yakkety; do
  edit-acl -p ubuntu-sru-developers -S $series --pocket proposed -t upload add
done

If this works, then I will need to add this to the new release cycle
process.
