These were all discussed elsewhere, because they apparently didn't need
TB; hwe-16.04 stack looks like lts-foo was before (and MRE's fall under
normal SRU rules), vulkan was backported from 16.10 and so was mesa,
which is in xenial-proposed unrenamed.
