MRE request: xfce

Hello Jackson,

this was discussed on yesterday's TB meeting, and this appears quite
similar to the existing GNOME and KDE microrelease exceptions.

So we approved a provisional exception for XFCE to see how the first
few microrelease updates go. For each update the main use cases for
the component should be described and tested.

These seem fine.

These are not controlled by the XFCE upstream stable policy, and are
also being used outside of Xubuntu, so the above exception does *not*
include these. These related packages will continue to be under the
normal SRU policy (which still allows bug fixes).

I put the core and other packages on
https://wiki.ubuntu.com/StableReleaseUpdates/MicroReleaseExceptions/XFCE
and will update the MRE wiki page as soon as this hits the ML archive.
