Readjusting SRU review process

I've submitted a merge proposal that improves the review process,
although it doesn't handle the case of rejecting uploads and sending
people mail.

Given that Launchpad API doesn't expose a way to contact users, what
would be the best way of sending the uploader of a package being
rejected email?
