GNOME MRE exception

I'd be in favour of such an MRE; in fact I was rather surprised to learn
that it was believed to be no longer in effect, and I think it's
probably ultimately counterproductive for us to have significant
barriers in the way of taking GNOME stable releases given their strong
history.
