At the TB meeting on 2012-02-06
it was decided that Remixes can include packages from designated
Extension Repositories. As Remixes are governed by the trademark policy
this should be altered to permit this. Allison and I came up with this

This opens up the possibility that Remixes will not be freely
redistributable, so we will propose a separate amendment to the TB to
request developers make this obvious up front so that people can check
their rights easily.
